CONTINGENCY PLAN

GENERAL OBJECTIVE:

To prepare the Province of Pangasinan for the possible effects of the Y2K problem.

PANGASINAN Y2K CONTINGENCY PLAN:

The over-all contingency plan of the Task Force is actually the consolidated plan of each member sector/agency:

SECTOR	AGENCY	SECTORAL CONTINGENCY PLANS
Power	NAPOCOR	· Intensify maintenance of transition lines to prevent forced outages during the critical period. · Development of switching procedures on power restoration in case of line trippings due to Y2K anomalies. · Keep all communication facilities available including back-ups for inter office/agency links. · Schedule Line Crews on stand-by duty during the critical period to respond to any system abnormalities. · Prepare all maintenance vehicles relay for dispatch. · Assignment of Point Persons to every Nerve Center within the District to act on emergencies that may arise relative to the Y2K problem.
Telecoms	Digitel PLDT	· Stand-by Teams that will monitor all systems that may be affected by the Y2K.
Banking	Bangko Sentral-Dagupan Metro-Dagupan Bankers Assn.	· The BSP will be opened during what they called “cross over” period from December 30, 1999 to January 3, 2000. · The Metro-Dagupan Bankers Assn will open their regular banking transactions on Christmas holidays (except December 25, 1999) and during the “cross over” period;
Consumer	DTI	· Presence of monitoring teams against abusive retailers and hoarders.
IT Industry	BitStop	· Presence of a Pangasinan Y2K Task Force website for postings of information on the Y2K status of Pangasinan. · Ready technical manpower that will assist agencies/firms that could encounter Y2K problems on their computer units/networks.
Peace and Order	PNP Military	· On alert status during the roll-over period to monitor possible saboteurs and panickers.
LGU	DILG	· Encourage municipalities/cities to organize their own Y2K Task Forces.
Media	PIO Local Media	· Come out with regular press releases and Y2K Local Advisory.

OPERATION CENTER:

To ensure a close coordination with the member sectors, the Task Force has set-up the MIS Office of the Provincial Government as its Secretariat/Operation Center, complete with dedicated telecom facilities (hotlines) and staff. The Center will start its full-blast operation on December 16, 1999 to January 5, 2000. Moreover, the Center will be available on a 24-hour operation during the roll-over period from December 31, 1999 to January 02, 2000.
